The Steam server crash prevents users from being able to access the website. So, users are currently unable to access their catalog of purchased games to manage them.
Additionally, the issue on Steam servers also prevents users from running games through the Steam launcher.

According to reports, the platform server issue has lasted at least half an hour (at the time of writing this story).
No official acknowledgment yet
The DownDetector platform also reflects the issue on servers.
But, at the moment there is no official acknowledgement of the issue from the support team. So, the affected players still do not know when they will be able to access their accounts and play games normally again.
